Since the early age of cave men writing on the wall to the Egyptian times called hieroglyphics, graffiti has appeared all over the world. During the Roman Empire, the name graffiti first got applied to writing on a wall. Graffiti can be an act of vandalism that places a significant burden on the Municipality's budget, which cause local property values to decrease. According to the law, graffiti is prosecuted under the Criminal Damage Act 1971, section 1.

"I think it is art, vandalism and political free speech."
